The first phase of the CEEC Songyuan project has officially commenced operations, with an expected annual output of 200,000 tonnes of green ammonia. The first shipment of 150 tonnes of liquid ammonia was successfully dispatched on the 17th. Meanwhile, Belgium-based CMB.TECH has taken an equity stake in Andefu, further deepening their strategic partnership. At the same time, Jiangsu Andefu has secured ISCC EU certification from Bureau Veritas, marking another major milestone in its international compliance journey.

01 里程碑时刻：松原绿氨正式投产
01 Milestone Moment: Songyuan Green Ammonia Project Officially Commences Operations

12月16日，全球最大绿色氢氨醇一体化项目——中能建松原项目一期正式投产。该项目一期配套80万千瓦新能源发电设施，规划年产4.5万吨绿氢、20万吨绿氨及绿色甲醇；同日，二期项目同步启动，规划配套160万千瓦新能源发电设施，将新增绿氨产能40万吨。

On December 16, the first phase of the world’s largest integrated green hydrogen, ammonia, and methanol project—the Songyuan project—officially entered into operation. The Phase I project is supported by 800 MW of renewable power generation capacity and is designed to produce 45,000 tonnes of green hydrogen, 200,000 tonnes of green ammonia, and green methanol annually. On the same day, Phase II of the project was launched simultaneously, with an additional 1.6 GW of renewable power capacity planned, which will add a further 400,000 tonnes of green ammonia capacity.

24小时后，首批产品即完成发运！12月17日，中能建松原项目首批产出的150吨合格液氨经检测达标，由安德福6辆专用槽车在松原工厂成功装车发运，项目正式开启商业化运营阶段。

Just 24 hours later, the first products were successfully dispatched. On December 17, the initial batch of 150 tonnes of qualified liquid ammonia produced by the Songyuan project passed all quality inspections and was successfully loaded and transported from the Songyuan facility by six dedicated tanker trucks operated by Andefu. This marked the official entry of the project into its commercial operation phase.

松原一期项目投产当天，比利时CMB.TECH航运集团宣布收购安德福部分股权，建立深度战略合作关系；以此次合作为纽带，CMB.TECH、安德福与中国能建氢能源有限公司签订了全球首单航运绿氨销售合同。
On the same day that Phase I of the Songyuan project entered operation, the Belgium-based shipping group CMB.TECH announced the acquisition of a minority equity stake in Andefu, establishing a deepened strategic partnership. Leveraging this cooperation, CMB.TECH, Andefu, and CEEC Hydrogen Energy signed the world’s first green ammonia sales agreement dedicated to maritime fuel use.

CMB.TECH plans to deploy 11 ammonia-powered vessels by 2026, including ten 210,000-dwt bulk carriers and one 1,400-TEU container vessel. All vessels are fully invested in by CMB and will be equipped with diesel-ammonia dual-fuel engines.

Land Transportation: Integrated Road–Rail Logistics

• Road Transport Capacity: Andefu currently operates a fleet of more than 200 dedicated liquid ammonia tanker trucks. By 2026, additional LNG-powered vehicles will be introduced to further support green ammonia transportation.
• Rail Transport – Breakthrough Progress: Andefu is actively advancing the key enabling steps required to unlock rail-based ammonia transportation, with critical links now being systematically put in place.
• Operational Efficiency: A pilot corridor between Songyuan and Panjin Port has already achieved a 48-hour round-trip cycle, providing a replicable model for the large-scale transportation of green ammonia.

储罐：南北战略布局

• 南京枢纽（2026年第一季度率先投运）

   4.9万立方米低温储罐+2座3000立方米常温压力罐
   定位长三角核心中转枢纽，兼具灰氨与绿氨存储功能，打造绿氨出口先行区

• 盘锦枢纽（2027年下半年投运）

   8万立方米低温储罐+2座3000立方米常温压力罐（与中能建合建）
   服务东北生产基地，打造东北亚绿氨出口基地

• 南京和盘锦罐区均预留了铁路专用线，未来可实现陆运与水运的快速转换，旨在打造更经济高效、绿色环保的运输方式

Storage Infrastructure: North–South Strategic Deployment

• Nanjing Hub (Scheduled for commissioning in Q1 2026):

   49,000 m³ cryogenic ammonia storage tank

   Two 3,000 m³ ambient-temperature pressurized tanks
   Positioned as a core transshipment hub in the Yangtze River Delta, the Nanjing facility will support both grey and green ammonia storage and is designed to serve as a pilot hub for green ammonia exports.

• Panjin Hub (Scheduled for commissioning in H2 2027):

   80,000 m³ cryogenic ammonia storage tank

   Two 3,000 m³ ambient-temperature pressurized tanks (co-developed with CEEC)
   Designed to serve northeastern production bases, the Panjin hub is positioned as a key green ammonia export gateway for Northeast Asia.

• Both the Nanjing and Panjin terminals are planned with dedicated railway sidings, enabling seamless conversion between land and water transportation in the future. This integrated layout aims to deliver a more cost-efficient, environmentally friendly, and highly flexible logistics solution.

船运贸易与加注：移动加注站  

• 盛航永乐号：安德福自有5500立方米半冷式LPG液氨运输船，于2024年8月投入使用，已顺利完成约50个航次  
• 加注改造升级：计划于2026年第一季度完成液氨加注功能改造，改造后将具备液氨贸易与船对船加注双重功能，2026年正式启动绿氨加注商业运营
• 战略定位：为全球首批氨燃料船舶提供“移动式海上加注”服务

Shipping, Trading and Bunkering: A Mobile Bunkering Platform

• M/V Shenghang Yongle: Andefu operates the Shenghang Yongle, a 5,500 m³ semi-refrigerated LPG/liquid ammonia carrier fully owned by Andefu. The vessel entered service in August 2024 and has since successfully completed approximately 50 voyages.
• Bunkering Retrofit and Upgrade: A retrofit to enable liquid ammonia bunkering is planned for completion in Q1 2026. Following the upgrade, the vessel will be capable of both liquid ammonia trading and ship-to-ship (STS) bunkering operations, with commercial green ammonia bunkering services scheduled to officially commence in 2026.
• Strategic Positioning: The upgraded vessel is strategically positioned to serve as a “mobile offshore bunkering station,” supporting the first generation of ammonia-fueled vessels worldwide.

强化运力建设：2026年，安德福将在现有200辆车的基础上，根据东北绿氨项目的运力需求增配相应车辆，确保铁路线贯通前绿氨运输的稳定；铁路运输领域，计划新增100辆铁路槽车，推动绿氨运输向更经济、高效、环保的方向发展；水路运输板块，将新增两艘液氨运输船舶，进一步拓展水路运输能力。安德福已构建起集公路、铁路、水路运输及仓储服务于一体的全供应链体系，能够提供覆盖广泛、衔接顺畅、安全可靠的一体化物流解决方案，充分满足不同场景下的液氨运输及仓储需求。
Strengthening Transport Capacity:
In 2026, based on the logistics demand of green ammonia projects in Northeast China, Andefu will further expand its road transport fleet beyond the current 200 specialized tanker trucks to ensure stable green ammonia deliveries prior to the full commissioning of rail connections.
In the rail segment, Andefu plans to add 100 railway tank cars, accelerating the transition of green ammonia logistics toward a more cost-efficient, high-capacity, and environmentally friendly mode.
In maritime transport, two additional liquid ammonia carriers will be introduced to further enhance waterborne transportation capacity.
With an integrated supply chain covering road, rail, and maritime transportation as well as storage services, Andefu has established a comprehensive logistics system that is wide-ranging, seamlessly connected, safe, and reliable—fully capable of meeting diverse liquid ammonia transportation and storage requirements across multiple application scenarios.

04 绿色通行证：ISCC双认证体系

04 Green Passport: ISCC Dual-Certification Framework

江苏安德福能源发展有限公司已获ISCC EU认证，南京储罐投运后将具备贸易与仓储双重功能；ISCC PLUS认证同步推进，可满足不同市场需求。

Jiangsu Andefu Energy Development Co., Ltd. has obtained ISCC EU certification, enabling the Nanjing storage terminal—upon commissioning—to support both trading and storage functions. In parallel, ISCC PLUS certification is progressing to meet the requirements of different end markets.

松原项目溯源：中能建松原绿氨已于12月2日通过ISCC欧盟非生物来源可再生燃料（RFNBO）认证。

Songyuan Project Traceability:
Green ammonia produced by the CEEC Songyuan project successfully obtained ISCC RFNBO (Renewable Fuels of Non-Biological Origin) certification on December 2, confirming its compliance with EU sustainability and traceability standards.
